Pace of Play

Minimize your time on the tee

On the tee it is usually acceptable for players to "hit when ready."

Plan your shot before you get to your ball

Once you are off the tee, think ahead. Determine your yardage and make your club selection before it is your turn to play. Very often, you can do this while others are playing, without disruption. If you take your glove off between shots, have it back on before it is your turn to play. Even a small step like this saves time.

Keep your pre-shot routine short

Pick your line of play once and trust yourself. Try to take no more than one practice swing, then set up to the ball and play your shot. Most importantly, be ready to hit when it is your turn. Be efficient after your shot too. Start moving toward your next shot promptly.

Aim to play in 20 seconds

From club selection to pre-shot routine to execution, strive to hit your shot in 20 seconds when it is your turn to play. Help keep play moving at a brisk pace.

When sharing a cart, use a buddy system

Don't wait in the cart while your cartmate hits and then drive to your ball. Get out and walk to your ball with a few clubs. Be ready to play when it is your turn and then let your cartmate pick you up. Or, drive to your ball after you drop your cartmate off and then pick him or her up after you hit.

Be helpful to others in your group

Follow the flight of all tee shots, not just your own. Once in the fairway, help others look for their ball if you already know the location of yours. Volunteer to fill in a divot or rake a bunker for another player if needed.

Keep up with the group in front of you

Your correct position on the course is immediately behind the group in front of you, not immediately in front of the group behind you. Arrive at your next shot just before the group in front leaves the area in front of you.

Be efficient on the putting green

Mark your ball and lift and clean it when you arrive at the putting green so you will be ready to replace it when it is your turn to play. You can usually line up your putt while others are putting, without disturbing them. Leave your clubs on the side of the putting green closest to the next tee, and leave the green promptly after holing out. Wait until the next tee to record your score.


Bylaws

Purpose

The purpose of the Jim Smart Memorial Senior League (hereafter referred to as the "League" is to provide and association for the promotion of FRIENDLY handicap competition between members of the League. Additionally, the League will promote the growth of Public Golf


MEMBERSHIP

The qualifications for League memberships are:

  1. The member has reached the minimum age of fifty-five (55) years and is interested in the promotion and growth of Public Golf. Any man may join during the season upon reaching the age of fity-five.
  2. The member is on the roster of a League team and paid the annual required $25.00 individual dues fee.
  3. Each league must pay an annual $100.00 sponsorship fee.

LEAGUE OFFICERS

President

The President shall lead all group meetings, prepare the League Schedule in coordination with the Secretary-Treasurer, and administer League special events.

Secretary-Treasurer

The Secretary-Treasurer shall administer all weekly League matches which includes:

  1. Scorecard preparation.
  2. Post-Match Scorecard verification.
  3. Post-Match Scorecard verification.
  4. Dealing with Match Protests and disputes.
  5. Handicap calculation.
  6. League standings maintenance.
  7. Publication of weekly match results, individual handicap, and standings documents.
  8. Schedule preparation in coordination with the President.

The Secretary-Treasurer shall administer the League finances which includes:

  1. Collecting all team sponsor and individual fees.
  2. Paying for all League expenses.
  3. Maintaining accurate League financial records and bank account.
  4. Produce an annual financial statement of revenues, expenses, and bank account balance.

The Secretary-Treasurer will receive a $275.00 honorarium for performing the above duties each season.


TEAM MEMBERSHIP REQUIREMENTS

All teams are required top have a minimum of five (5) team members on their roster. At least one team member must be identified as the team captain or co-captain.

The team captains (or their designee) shall attend all League meetings and are responsible for communicating League information to their team members. They reprsent their team in all league rules and policy matters. each team will have one captain's vote regarding any change in said policies and rules.

LEAGUE RULES

Team Formation

At the pre-season captains meeting/, each team captain will provide the Secretary-Treasurer or President with his team roster composed of at least five (5) members. He will also provide the Team's Sponsor name and his own personal contact information.

Fee Payment

All sponsor and individual fees must be paid prior to the first scheduled weekly matches.

Captains Meeting

The meeting agenda may include:

  1. Introduction of Captains and League Officers.
  2. Overview and discussion of the coming season
  3. Review of League rules as needed.
  4. Proposal and discussion of changes to League rules.
  5. Voting by one captain per team on proposed changes to League rules.
  6. Enger Park course manager presentation.
  7. Other miscellaneous discussion as needed.
LEAGUE MATCH PLAY

Match Delay-Cancellation Policy

Matches will be delayed or canceled by decision of Enger Park course management or by decision of League officers in consultation with Enger Park course management by 7:30 AM on the day of the match or event play. The delay or cancellation information will be communicated ASAP after the decision is made. The President will email, text, or call team captains and the Secretary - Treasurer will post this information on the League website, jimsmartGolf.com

If no delay or cancellation message is received, all teams must report at their scheduled tee times ready to play their matches.

PLEASE DO NOT CALL THE CLUBHOUSE FOR THIS INFORMATION. CONTACT YOUR TEAM CAPTAIN OR GO TO THE LEAGUE WEBSITE TO DETERMINE THE STATUS OF PLAY THAT DAY.

Match Play Rules

The matches will be played per USGA rules unless the Local Rules listed below apply to play. Each team will play two matches as scheduled each week. Each match shall be composed of two players from each team. A team may play a match with only one player per match. ONLY FOUR PLAYERS WILL PARTICIPATE IN A MATCH. NO EXTRA PLAYERS WILL PARTICIPATE IN A MATCH. The following League By-Law change was approved by Captain's vote on June 17, 2025.

It reads as follows:

  • Allow two different players from the same team to play nine holes each in the same match. Both players will be definitively identified prior to the match.
  • The lower handicap of the two players will be used for both players during the entire 18 holes of the match.
  • Their nine hole scores will not be used to calculate their handicap.
  • The second nine player must be ready to play at the matches 10th tee when the match arrives to play the hole.

If a team cannot supply at least one player for each match, it forfeits both matches. Players from other teams may function as substitutes for teams lacking enough players for a match after good faith attempts to obtain the permission of the team captain providing the substitute player. HOWEVER, no players from another team may function as substitutes during the position round matches played at the end of season.

All matches shall follow the Ryder Cup Four Ball (Best Ball) format with player handicaps applied to determine each team's low score for the hole. Each hole is worth one point. The team with the lowest net score wins the point. If the teams tie for the low score, each receives a half point.

Following the completion of the match one player from each team will verify that the team point totals and player scores are correct. They will both then sign the scorecard.

Forfeiture of Match

A team forfeits both of its matches when it fails to provide at least two players (one for each of its matches) under the following circumstances:

  1. The players fail to arrive at the first tee no later than five minutes after its scheduled tee time.
  2. The players fail to compete on any hole during the match, unless extraordinary events occur during the match (e.g., announced weather cancellation, medical emergency, family emergency).

If the forfeiture results from a non-extraordinary event, the non-forfeiting team must complete the entire eighteen holes of the match. That team will then receive the calculated average point amount of the three highest team point totals that day.

For example, if the three highest team point totals were 22, 20, and 19. The non-forfeiting team will receive 20 points calculated as follows: 22 + 20 + 19 = 61. Sixty-one divided by three equals 20.33. The 20.33 amount will be rounded down to 20 team points won for the match. If this calculation results in a fractional amount greater than or equal to .50, the points won will be rounded up to the next highest whole number.

Extraordinary event point allocations shall be resolved by resolved by a vote of the captains to choose from the following options:

  1. In the case of a weather cancellation event, replay or cancel all the matches.
  2. In the case of a medical or family emergency, halve the entire match or, if the emergency occurs during the match, halve the remaining holes of the match.

Protests & Disputes

The League Secretary-Treasurer shall settle all protests and disputes, and he shall consult with or assign this responsibility to any League officer or captain he so chooses.

Local Rules

All players play from the gold tees unless they qualify under one of the following two conditions:

  1. The sum of the players handicap plus their age is equal to or greater than 90.
  2. The player is 80 years or older.

If the player meets either of these conditions, they may choose to play from the red tees. No alternating of tees is permitted. All holes must be played from the same set of tees. NOTE: if the players handicap plus their age drops below 90, they must play from the gold tees.

Players may move their ball a maximum of eighteen inches, no closer to the hole, in the fairways and rough. Players may also move the ball if they are in danger of striking a rock or root when playing his shot. However, if their original shot path is blocked by a tree, the ball must be moved such that the tree still blocks the shot path.

Players may lift their ball, rake, and replace it in all bunkers throughout the Golf course. Gravel, stones, and rocks may be removed if they hamper the players stance or swing path.

Casual Water

Casual water is any temporary accumulation of water on the course that is not in a water hazard and is visible before or after the player takes their stance. Dew and frost are not casual water. A ball is in casual water when it lies in or any part of it touches the casual water.

Except when the ball is in a water hazard or a lateral water hazard, a player may take relief from interference by an abnormal ground condition as follows:

Through the Green: If the ball lies through the green, the player must lift the ball and drop it, without penalty, within one club-length of and is not nearer the hole than the nearest point of relief. The nearest point of relief must not be in a hazard or on a putting green. When the ball is dropped with one club-length of the nearest point of relief, the ball must first strike a part of the course at a spot that avoids interference by the condition and is not in a hazard and not on a putting green.

Out of Bounds

Out of bounds areas are located on the perimeter of the course and are defined by white stakes. A tee shot hit out of bounds requires the player to choose one of the following two options:

  1. Declare he is hitting a provisional shot, immediately hit from the tee area again, and, thus, incur a stroke and distance penalty. He will be hitting his third shot from the tee.
  2. Depart the tee area, drop a ball in the fairway (not closer to the hole) within two club lengths of the rough adjacent to where the ball went out of bounds, and incur a two-shot penalty. He will be hitting his fourth shot.

Other shots hit out of bounds require the player to drop a ball in the fairway (no closer to the hole) within two club lengths of the rough adjacent to where the ball went out of bounds and incur a two-shot penalty.

Alternative Penalty Areas

Alternative penalty areas are those not defined by white stakes. They include creeks, ponds, woods, and areas of uncut grass. Any ball shot into one of these areas require the player to:

  1. Play it as it lies or
  2. Drop a ball (no closer to the hole) along the previous shot's line of flight within two clubs of the edge of the penalty area. The player will incur a one-shot penalty.

Maximum Hole Score to Promote Proper Pace of Play

Two over par is the maximum GROSS SCORE a player may record on a hole. Once you reach double bogie (with handicap strokes applied), please pick up your ball to promote the proper pace of play. Record a gross double bogie score on your card. If a match falls one or more holes behind the preceding match and delays the following matches, the course Ranger will warn it to speed up and get back in proper position. If the match fails to subsequently get back in position, the Ranger will instruct the match to immediately advance to the next hole. The previous hole will be halved for team points and each player shall record a score of net-par for the hole. ALL MATCHES SHOULD BE COMPLETED WITHIN 4:30 OF YOUR START TIME!

POST - SEASON

Events

The President will administer any events held following the completion of all scheduled League matches.

Banquet

The President will administer the year-end League banquet.
